Govt to Grok, ChatGPT: ‘Operate Freely, But Follow India’s Laws’
The Indian government on Thursday emphasized that AI platforms like Grok and ChatGPT must comply with national laws, rejecting censorship claims and underscoring the need for regulation to prevent misuse, sources told News18.
On March 20, 2025, high-ranking government officials clarified that social media and AI platforms are free to operate within legal boundaries. The move aims to balance freedom of expression with the need to curb potential misuse, especially among young users.
The government has engaged with X, seeking clarification on Grok’s use of Hindi slang and unfiltered replies. Officials stated, “They have the freedom to operate, but within the Lakshman Rekha,” highlighting a focus on responsible content moderation.
In response, X filed a lawsuit in Karnataka court, alleging censorship under the IT Act. The act allows regulation of content deemed abusive, harassing, or a threat to national security, reigniting debates over freedom versus oversight.

Prime Minister Narendra Modi has recognized AI’s growing presence, likening its complexity to uncoordinated actions between hands. He stressed that while AI is here to stay, a degree of regulation remains essential for public safety.
The government’s push for compliance extends beyond AI to OTT platforms and YouTube creators. Recently, the Ministry warned YouTube over content by Ranveer Allahabadia, reinforcing that all digital platforms must adhere to regulations.
Opposition parties have accused the government of stifling dissent, pointing to Grok-related criticism of the BJP. The government countered that self-regulation and free expression can coexist, with no intent to suppress platforms.
The Karnataka court case will determine the extent of regulatory oversight on X and similar platforms. Meanwhile, the government continues discussions with stakeholders to refine AI and social media compliance frameworks.
