PM Modi to Inaugurate Kartavya Bhavan, First New Secretariat Under Central Vista Project

Prime Minister Narendra Modi is set to inaugurate Kartavya Bhavan, the first of the new Common Central Secretariat buildings constructed under the ambitious Central Vista redevelopment project, at Kartavya Path on Wednesday. The inauguration ceremony is scheduled for 12:15 p.m., to be followed by a public address from the Prime Minister at the same venue around 6:30 p.m.
The sprawling new building, also known as Central Secretariat Building–3, covers approximately 1.5 lakh square metres and is designed to consolidate key government ministries and departments that are currently scattered across various locations in the capital.
The facility, which features two basement levels and seven floors, will house the Ministries of Home Affairs, External Affairs, Rural Development, and Petroleum and Natural Gas, among others. The Department of Personnel and Training (DoPT) and the Office of the Principal Scientific Adviser will also be relocated to the new complex.
Kartavya Bhavan has been equipped with state-of-the-art facilities tailored for modern governance, including secure, IT-enabled workspaces, centralized command and control systems, ID-based access, and integrated surveillance. It also boasts significant sustainability features, such as zero-discharge waste management, in-house solid waste processing, and EV charging stations.
Constructed with recycled materials, the building is designed to consume 30% less energy than conventional offices, supplemented by rooftop solar panels expected to generate over 5.34 lakh units of electricity annually. Additional green features include double-glazed façades for temperature and noise insulation, LED lighting with occupancy sensors, and a centralized energy management system.
