Stalin-Led JAC Seeks 25-Year Delimitation Freeze to Protect States’ Rights

The Joint Action Committee (JAC), chaired by Tamil Nadu CM MK Stalin, passed a resolution in Chennai on Saturday, urging a 25-year extension of the delimitation freeze to ensure fair representation and safeguard states that controlled population growth.

On March 22, 2025, the JAC convened with leaders from southern states and Punjab, opposing any delimitation lacking transparency. The resolution demands stakeholder inclusion in any constituency revision process.

The JAC argued that states effective in population control should not lose parliamentary seats. “States whose population share has reduced should not be penalised,” the resolution stated, citing the 1971 Census freeze precedent.

Highlighting unfinished national population stabilization goals, the JAC proposed extending the current freeze on seat allocation by 25 years. This aims to protect states from losing political influence due to demographic shifts.

A Core Committee of MPs from participating states will strategize within Parliament. The JAC plans to submit a joint plea to PM Narendra Modi and push state assemblies to pass supportive resolutions.

The committee committed to a nationwide campaign to educate citizens on delimitation’s history and implications. This effort seeks to rally public support for a fair and democratic process.

Chief Ministers Pinarayi Vijayan (Kerala), Revanth Reddy (Telangana), and Bhagwant Mann (Punjab), alongside Karnataka Deputy CM DK Shivakumar, attended. Leaders from YSRCP, Congress, CPI(M), CPI, BJD, and AAP were also present.

The JAC’s resolution sets the stage for a coordinated push against the Centre’s delimitation plans. With parliamentary and public efforts underway, the outcome could influence India’s federal structure, with updates expected as the session progresses.
